Abstract. Reasonable interest distribution and risk-sharing problem are known as the biggest obstacles for manufacturing enterprises and the third party logistics enterprises to choose whether to collaborate and evaluate the operation effect of the existing cooperative system. Firstly, based on the deeply exploration of the interest and risk relationship in the cluster environment, decision model of synergy profit distribution and risk sharing based on the Shapley value has been put forward; Secondly, this paper explores the 2-d curve fluctuations while the logistics cost is taken as the fixed variable and the value of interest distribution and risk quantification as the relative variable, and suggests the breakthrough point and the range of synergistic selection to help enterprises in decision-making; Finally, the case study has verified the fluctuation rule. 1 Introduction Setting in the economic globalization, there are two seemingly contradict economic groups, one of which is third party logistics in favor of the geographic cluster and the other is in favor of the geographic expansion, having been found that it exist a combination way for them to promote the development in cluster environment. First of all, with the progress of traffic network and information technology, the cluster constantly take advantage of the similar economic individual to promote industrial clusters into specific economic integration, which has created new conditions and support for the development of regional economy. Meanwhile, the characteristics of the cluster environment determine the relationship between the competition and cooperation of the production enterprises which serve as cells to make up the specific industrial cluster. On the one hand, the industrial cluster has promoted the market demand and made the social division of labor. This tendency requires the production enterprise pay more attention to its core business and continuously improve the core competitiveness. change the business process in order to reduce the cost, improve the service level and shorten the delivery cycle time. Consequently, the cluster production enterprises which aim to reduce logistics costs and improve logistics efficiency need to transfer or outsource their non-core logistics business to the professional third party logistics enterprises.
