The combined impact of globalization, technology, and demographics is changing the landscape of higher education worldwide. Europe is not an exception: The internationalization of higher education and its institutions has continued to accelerate since the Bologna Process was launched nearly two decades ago. In this context of transformation, Beverly Barrett’s book shows how much governance and the political economy influence higher education policies. There is increasing value placed on quality higher education attainment, namely, for its teaching of individual competencies in an increasingly competitive and technological world. The key explanation for the policy reforms in higher education considered in this book is the political economy at multiple levels of governance.
